If a new configuration option is to be enabled by default then it should be added to the install script, and to an upgrade script for users upgrading an existing instance.
New in 6.2 is a config screen in the adminstration section of Rogo. We are slowly porting applicable config settings into this so admins can change them without having to edit the config.inc.php file.
